    The author assumes the Riemann hypothesis and proves a result which implies, as \(T\to \infty\), that \[ \int^{T}_{0}| S(t)|^ 2\, dt=\frac{T}{2\pi^ 2}\log \log T+\frac{T}{2\pi^ 2}\biggl(\int^{\infty}_{1}\frac{F(\alpha,T)}{\alpha^ 2}\,d\alpha +C_ 1\biggr)+o(T). \] Here, as usual, \(S(T)=(1/\pi)\arg \zeta (1/2+iT)\), \(F(\alpha,T)\) is the pair-correlation function of the zeros of \(\zeta(s)\) introduced by H. L. Montgomery, and \(C_ 1\) is an explicit constant. The author proves (under RH) that \[ \frac{2}{3}-\varepsilon < \int^{\infty}_{1}\frac{F(\alpha,T)}{\alpha^ 2}\,d\alpha < 2, \] and explains why it is plausible to conjecture that the above integral is \(1+o(1)\) as \(T\to \infty\).
