The author considers the problem of the existence of an optimal control law for a bilinear system on a Hilbert space with a quadratic cost functional. He obtains a solution for the optimal control as a convergent series in the state with tensor coefficients, but in contrast to the case of linear control action, this solution only exists for states satisfying a certain bound depending on the horizon time.
