The author considers three-dimensional gravity with topological mass (i.e. ``Einstein-Hilbert-action \(+\) Chern-Simons-action'' in three dimensions). Assuming asymptotically flat boundary conditions, he clarifies some apparent contradictions concerning the question, whether the mass has to be quantized. Some analogies to nonlinear sigma models are pointed out.
