The two-dimensional stationary Navier-Stokes equations with no-slip boundary conditions are investigated in stream function formulation. One more nonconforming finite element method is developed by extending that due to \textit{G. A. Baker} [Math. Comput. 31, 45-59 (1977; Zbl 0364.65085)], introduced for the biharmonic equation, to the nonlinear case. It is found that, in addition to the local interelement integrals, some nonlinear terms are to be included into the weak formulation. The main results concern the rates of convergence in discrete as well as continuous Sobolev norms. Numerical test computations are not included.
