    Let \(F_{m\times n}\) (m\(\leq n)\) denote the space of all \(m\times n\) complex or real matrices according as \(F=C\) or R. Let \(c=(c_ 1,...,c_ m)\) be such that \(c_ 1\geq...\geq c_ m>0\). The c-spectral norm of a matrix A is defined by \(\| A\|_ c=\sum^{n}_{i=1}c_ i\sigma_ i(A),\) where \(\sigma_ 1(A)\geq...\geq \sigma_ m(A)\) are the singular values of A. Let \({\mathcal S}(c)=\{X\in F_{m\times n}:\) X has singular values \(c_ 1,...,c_ m\}\). The authors prove that there exists a linear operator T: \(F_{m\times n}\to F_{m\times n}\) such that \(\| T(A)\|_ c=\| A\|_ d\) for all \(A\in F_{m\times n}\) if and only if it is the dual transformation of a linear operator which maps \({\mathcal S}(c)\) onto \({\mathcal S}(d)\). In the proof the characterization of the extreme points of the unit ball in \(F_{m\times n}\) with respect to \(\| \cdot \|_ c\) are obtained.
