Let \(G=UT\) be a connected solvable group over an algebraically closed field. All completely regular algebraic monoids with the group of units G are characterized by means of toric data. Conversely, for given toric data a construction of a completely regular algebraic monoid with the group of units G is given. Thus a completely regular algebraic monoid is characterized by its group of units \(G=UT\) and the closure of T in M. As a consequence a large class of orthodox monoids is obtained.
