This article starts with the following situation: Given a Hamiltonian action of a compact connected Lie group on a compact symplectic manifold with momentum map J, the push forward of the Liouville measure under J is a symplectic invariant of the coadjoint orbits in the dual of the Lie algebra. The article derives an explicit formula for the push forward, extending earlier results of Heckman and the first author in special cases. Furthermore a quantized version of the formula is developed generalizing multiplicity formulas by Kostant and Steinberg for quantizing unitary representation. Finally it is concluded that in the compact case all quantizations of symplectic actions are unitarily equivalent. This settles affirmatively, what used to be a major question in quantization theory and a conjecture posed by Kostant a long time ago.
