Let \({\mathfrak R}\) be a normal base on a completely regular Hausdorff space X and consider the collection \(\mu_ c({\mathfrak R})\) of all countable covers of X consisting of complements of members of \({\mathfrak R}\). A natural condition (called cb) on \({\mathfrak R}\) is given which ensures that \(\mu_ c({\mathfrak R})\) is a base for a compatible uniformity on X. If \({\mathfrak R}\) is closed under countable intersections, then the precompact reflexion of this uniformity is homeomorphic to the uniformity generated by the collection \(\mu_ f({\mathfrak R})\) of all finite covers of X consisting of complements of members of \({\mathfrak R}\), whose Samuel compactification is known to be homeomorphic to the Wallman compactification with respect to \({\mathfrak R}\).
