    In this note the authors settle two conjectures by Neggers and close with an interesting and reasonable conjecture of their own. Thus they demonstrate that (left) cyclic rings are (left) perfect by establishing the stronger result that over a (left) perfect ring every (left) quasi- cyclic module is cyclic. Also, a commutative counterexample to the conjecture that (left) perfect rings are precisely those rings for which (left unitary) modules have minimal generating sets is provided, settling a second conjecture by Neggers in the negative. It is noted that if every generating set of every (left unitary) module contains a minimal generating set, then R is (left) perfect. The authors wonder if over a (left) perfect ring R, one can extract a minimal generating set from every set of every (left unitary) R-module. Perhaps the rules for such an extraction process are also relevant, as in the case of Steinitz rings for example.
