    The authors consider an initial value problem of the form \(\left(\partial_{t}+A\right)U=0\) on \(R_{>0}\) with initial condition \(U\left(0+\right)=U_{0}\), where \[ A=\left(\begin{matrix} \sigma & -\mathrm{curl} & \quad\nu & \quad0\\ \mathrm{curl} & \tau & \quad0 & \quad\eta\\ -\nu & 0 & \quad0 & \quad0\\ 0 & -\eta & \quad0 & \quad0\end{matrix}\right) \] on a suitable domain \(D\left(A\right)\) implementing the classical impedance type boundary condition \(n\times\left(n\times E\right)-n\times H=0\) on the boundary of an underlying bounded, simply connected Lipschitz domain \(\Omega\), \(n\) (generalized) unit normal to the boundary of \(\Omega\). Here \(E\) and \(H\) are the first two block components of \(U\) indicating the electromagnetic field. The problem is presented as a perfectly matched layer model for electromagnetic fields. The tensors \(\sigma,\tau,\nu,\eta\) are assumed to be diagonal and positive definit with \(L^{\infty}\left(\Omega\right)\)-entries. The constant coefficient case is discussed separately in the time-harmonic free space regime. For the time-dependent situation it is shown that here an application of the Hille-Yosida theory is possible. Moreover, exponential stability is discussed in terms of a suitable energy functional, exponential decay of which can be shown if \(\Omega\) is star-shaped.
