    Let \(p\) and \(2p+ 3\) be prime powers with \(p\equiv 3\pmod 4\). The author constructs a symmetric design \({\mathcal D}\) with parameters \((4(p+ 1)^2,2p^2+ 3p+ 1, p^2+ p)\). Such symmetric designs are known as Menon designs and their existence is equivalent to the existence of regular Hadamard matrices of order \(4(p+ 1)^2\). Bush type Hadamard matrices are not used in this construction. Furthermore, if \(p\) and \(2p+ 3\) are prime, then the author establishes that a derived design of \({\mathcal D}\) is 1-rotational.
