    In this paper the theory of equivariant orthogonal spectra is extended from finite groups and compact Lie groups to profinite groups and compact Hausdorff groups. Much of the theory involves the construction of model structures on categories of equivariant pro-spectra. In these structures, a pro-spectrum is weakly equivalent to its Postnikov tower. The model structures are used to get results on the homotopy fixed points of equivariant pro-spectra.
