Given a polynomial in one variable with real coefficients \(P\), set \[ l(P):=\inf L(PG), \] where the infimum is taken over every monic polynomial \(G\) with real coefficients and \(L(PG)\) is the sum of the absolute values of the coefficients of \(PG\). In this paper the author continues his research from the first part of this paper concentrating on \(l(P)\) for cubic polynomials \(P\). In particular, he proves that the value \(l(P)\) is effectively computable for \(P(x)=(x-\alpha_1)(x-\alpha_2)(x-\alpha_3)\), where \(\alpha_i\) are distinct and \(|\alpha_1| \geq |\alpha_2| \geq |\alpha_3|=1\). He also shows that \[ l(P)=2(|\alpha|+1-|\alpha|^{-1}) \] for \(P(x)=(x-\alpha)(x^2-\varepsilon)\), where \(|\alpha|>1\) and \(\varepsilon=\pm 1\). Part I, cf. Funct. Approximatio, Comment. Math. 35, 271--306 (2006; Zbl 1192.12001).
