In this paper, the spectral theory for the second-order \(q\)-difference operator \(\Delta _{q}\) is developed. An integral representation of its inverse is given and the resolvent operator is obtained. As an application, an analogue of the Poincaré inequality is given. Furthermore, the zeta function for the operator of \(\Delta _{q}\) is introduced and some of its properties are formulated. In the end, the spectral measure of \(\Delta_q\) is obtained.
