    Let \((G,G') \subset Sp(2n,\mathbb R)\) be an irreducible reductive dual pair of type I over \(\mathbb R\). R. Howe has shown that the oscillator representation \(\omega\) of the metaplectic double cover \(\widetilde {Sp}\) of \(Sp(2n,\mathbb R)\) defines a bijection (the ``Howe correspondence'') between certain subsets of irreducible genuine representations of \(\widetilde G\) and \(\widetilde G'\), the inverse images of \(G\) and \(G'\) inside \(\widetilde Sp\) under the covering map. The groups \(G\) and \(G'\) may be described as isometry groups of certain non-degenerate bilinear or sesquilinear forms on finite dimensional vector spaces \(V\) and \(V'\) over a division algebra over \(\mathbb R\). Then the dual pair is said to be in the stable range (with \(G\) the smaller member) if \(V'\) contains an isotropic subspace of the same dimension as \(V\). In this paper the authors prove that if \((G,G')\) is in the stable range then every genuine irreducible admissible representation \(\pi\) of \(\widetilde G\) occurs in the Howe correspondence for this dual pair. The proof involves writing down an injective intertwining integral operator \[ Q:\mathcal H_{\pi}\longrightarrow \mathcal H_{\omega}^{\infty*} \] from the space of \(\pi\) to the dual of the set of smooth vectors in the space of \(\omega\). The construction of this operator uses structural information about the groups and a suitable version of the mixed model of \(\omega\). Careful estimates of certain matrix coefficients prove the convergence of the integral.
