Let \(X\) be a Hausdorff zero-dimensional topological space, \(K\) a complete field with a non-trivial non-archimedean valuation, and \(E\) a Hausdorff locally convex space over \(K\). The first two authors of the paper jointly with N. De Grande-De Kimpe, and A.K. Katsaras have previously defined and studied a large variety of the so called strict topologies on the space \(C_b(X,E)\) of all continuous functions \(f: X \rightarrow E\) for which \(f(X)\) is bounded in \(E\). In this paper the authors define a new strict topology \(\beta_{\infty}\) on \(C_b(X,E)\), as a generalized inductive limit topology on this space. They prove several properties of the topology \(\beta_{\infty}\): It is Hausdorff; its relation with the strict topologies previously considered by two of them and another non-archimedean researchers (see the above paragraph); when \(\beta_{\infty}\) is normable, metrizable, bornological, barrelled; the \(\beta_{\infty}\)-density of \(C_{rc}(X,E)\) (the space of all continuous functions \(f: X \rightarrow E\) for which \(f(X)\) is relatively compact in \(E\)) in \(C_b(X,E)\). The work finishes studying the dual of \((C_b(X,E), \beta_{\infty})\) in terms of certain classes of non-archimedean measures, the so called \(u\)-additive measures, already introduced by the first two authors and \textit{N. de Grande-de-Kimpe} [Lect. Notes Pure Appl. Math. 192, 11--17 (1997; Zbl 0888.54026) and Lect. Notes Pure Appl. Math. 207, 1--10 (1999; Zbl 0941.46043)].
