The article introduces admissible FR (free resolution) morphisms that are defined as a certain class of morphisms of fine log-schemes. The moduli stack of admissible FR morphisms has several nice properties, among them are being a smooth algebraic stack of finite type over the base field, and having finite diagonal (Theorem 3.3). Thereafter the author defines the notion of a toric stack, defined over an arbitrary base scheme, and proves some fundamental properties.
