A new flux-limiter method for one-dimensional conservation laws is proposed and tested. The method is based on the Richtmyer two-step Lax-Wendroff scheme coupled with a conservative upwind non-conventional flux-limiter function. It is shown that the proposed method is total-variation diminishing (TVD) stable. The method is tested on an number of one-dimensional examples that include the Burgers equation, a nonlinear advection equation with discontinuous flux, and the Buckey-Leverett equation.
