    The author studies operators of the form \[ (\mathcal A \varphi )(x)=\lim\limits_{\varepsilon \downarrow 0} \int\limits_{|y-x|>\varepsilon }(\varphi (y)-\varphi (x))f(x,y)\,dy,\quad y\in \mathbb R^d, \] where \(|f(x,y)|\leq C|y-x|^{-\alpha -d}\), \(0<\alpha <2\). It is assumed that \(\mathcal A\) generates a Feller semigroup \(P_t\). Under certain additional assumptions upon \(f\), \(P_t\) are shown to be integral operators with the kernels \(p(t,x,y)\) satisfying the estimates similar to those of the transition density for the rotation invariant \(\alpha\)-stable process. The method is based on a scheme of approximation of the hypersingular integral operator \(\mathcal A\) by non-singular integral operators.
