    The paper deals with the study of the oscillating behaviour of a steady-state voltage potential in a material composed of a two-dimensional object surrounded by a very rough thin layer embedded in an ambient medium. The roughness of the layer is assumed to be quasi-periodic. For a certain fixed scaling, the authors are able to ``replace'' the rough layer by a suitable (a priori non-intuitive) transmission condition. They basically extend own results obtained for the easier case of periodic roughness.
