    The paper provides an axiomatic framework necessary to investigate the lifetime poverty for an individual as well as for the society, and to identify the appropriate axioms for their measurement. It further suggests that consumption rather than income is a more accurate measurement of the standard of living over time, especially in the context of accounting for an individual's consumption or income over a lifetime.
