    The authors prove that the category of symmetric operads in symmetric spectra inherit a model structure so that the weak-equivalences (respectively, fibrations) are the morphisms of operads which define a weak-equivalence (respectively, fibration) of spectra arity-wise. The authors assume, to be more precise, that the category of symmetric spectra is equipped with the positive model structure of \textit{M. A. Mandell} et al. [Proc. Lond. Math. Soc., III. Ser. 82, No. 2, 441--512 (2001; Zbl 1017.55004)], which forms an instance of symmetric monoidal category, in the sense of \textit{M. Hovey} [Model categories. Math. Surv. Monogr. 63. AMS (1999; Zbl 0909.55001)], but lacks stronger requirements, like the existence of a cofibrant unit object, which are often used in the definition of model structures for operads. The authors prove that the category of operads is a category of algebras associated to a certain colored operad \(S^C\), and this result enables them to obtain the definition of the model structure for operads in the positive model category of symmetric spectra as an instance of the model structures of \textit{A. D. Elmendorf} and \textit{M. A. Mandell} [Adv. Math. 205, No. 1, 163--228 (2006; Zbl 1117.19001)] for algebras over operads. This operad of operads \(S^C\) is defined within the category of sets, and the authors give an explicit construction of this object, in terms of trees equipped with a vertex numbering.
