A classical and elementary result of Boole shows that the singular hypersurfaces of degree \(d\) in \({\mathbb P}^N\) is a divisor in the (projective) space of all degree \(d\) hypersurfaces and its degree is \((N+1)(d-1)^N\). In this paper one gives analogous results for arbitrary complete intersections in any characteristic. The proof is based on the interpretation of the locus \(D\) of singular complete intersections as the dual variety of a certain toric variety and on the use of results of [\textit{I. M. Gelfand, M. M. Kapranov} and \textit{A. V. Zelevinsky}, Discriminants, resultants, and multidimensional determinants. Mathematics: Theory and Applications, Boston, MA: Birkhäuser (1994; Zbl 0827.14036)].
