The inverse transgression map for groupoids constructed by \textit{A. Adem}, \textit{Y. Ruan} and \textit{B. Zhang} [A Stringy Product on Twisted Orbifold \(K\)-theory; \url{arXiv:math/0605534}] is generalized to the smooth Deligne complex case. Using this new inverse transgression map, the author proves that the image of a gerbe with connection over an orbifold groupoid is an inner local system on its inertia orbifold groupoid. Her proof is different to the original one given by \textit{E. Lupercio} and \textit{B. Uribe} [J. Geom. Phys. 56, 1534--1560 (2006; Zbl 1099.53040)].
