The author shows that a complete flat pseudo-Riemannian homogeneous manifold with non-abelian linear holonomy is of dimension greater than or equal to \(14\). It should be mentioned that this is a sharp bound. A structure theory for the fundamental groups of complete flat pseudo-Riemannian manifolds in dimension less than or equal to \(6\) is also presented. The author proves that every finitely generated torsion-free \(2\)-step nilpotent group can be realized as the fundamental group of a complete flat pseudo-Riemannian manifold with abelian linear holonomy. The main technical results of this paper are as follows. Theorem 1. If \(M\) is a complete flat homogeneous pseudo-Riemannian manifold such that its fundamental group \(\Gamma\) has non-abelian linear holonomy group, then \(\dim M \geq 14\) and the signature \((n-s,s)\) of \(M\) satisfies \(n-s \geq s \geq 7\). Theorem 2. Let \(\Gamma\) be a finitely generated torsion-free \(2\)-step nilpotent group of rank \(n\). Then there exists a faithful representation \(\rho : \Gamma \rightarrow\operatorname{Iso} ({\mathbb{R}}_{n}^{2n})\) such that \(M = {\mathbb{R}}_{n}^{2n} / \rho (\Gamma)\) a complete flat pseudo-Riemannian homogeneous manifold \(M\) of signature \((n,n)\) with abelian linear holonomy group.
