In a series of papers originating from the 2008 Ph.D. thesis of the first named author the Riquier problem for polyharmonic functions are treated for different kinds of plane and higher dimensional domains under \(L_p\) assumptions on the data. After having investigated the unit disc, regular plane domains, the upper half plane, the unit ball, here the upper half space is studied. As for the cases before polyharmonic Poisson kernel functions are constructed as a hierarchy of kernel functions, the first one of which is the classical harmonic Poisson kernel. Without relating the Poisson kernels to the respective polyharmonic Green functions satisfying the Riquier boundary conditions, they are iteratively constructed using the ultraspherical polynomials. The kernels serve to determine a particular solution to the inhomogeneous Riquier problem for the polyharmonic functions in the upper half space. For Part III see [Complex Var. Elliptic Equ. 59, No. 7, 947--965 (2014; Zbl 1295.31020)].
