    The author continues in his research into the initial boundary value problem to the equation \[ u_{tt}-\Delta u+\rho (x,u_t)+u=f(u,\nabla u,u_t) \text{ in }\Omega \times (0,+\infty ) \] with Dirichlet boundary conditions and small initial data \(u_0\), \(u_1\), where \(\Omega \subset \mathbb R^N\) (\(N=1,2,3\)) is an exterior domain with the compact obstacle. If \(f\) and its derivatives and the nonlinear local dissipation \(\rho \) satisfy some growth assumptions and \(\| u_0\| _{H_2}+\| u_1\| _{H_1}\leq K\) then there exists \(\delta (K)>0\) such that for \(E(0)<\delta (K)\) the problem admits a unique global solution satisfying the inequalities \[ E(t)\leq CE(0)(1+t)^{-\gamma } \text{ and } \| u_{tt}(t)\| +\| \nabla u_t(t)\| +\| \Delta u(t)\| \leq Q(K)<\infty \] for \(t\in [0,+\infty )\). The required estimates of the norms are achieved by use of a ``loan'' method.
