If a group \(G\) acts on a set \(\Omega\), let \(\bar{\Omega}\) be the set of blocks and \(N\) be the set of all \(g\in G\) which leave each block invariant. Then \((G,\Omega)\) is called an imprimitive (2,2)-transformation group if \(G/N\) acts 2-transitively on \(\overline{\Omega}\), the stabilizer of each block induces a sharply transitive transformation group, and if for all \(P,Q\) in \(\Omega\) in distinct blocks there is exactly one \(n\in N\) with \(n(P)=Q\). If \(G\) is an algebraic group over an algebraically closed field \(F\) and \(\Omega\) is a variety of positive dimension such that each map \(g\rightarrow g(x)\) from \(G\) to \(\Omega\) is separable then \((G,\Omega)\) is called algebraic. If \(F\) has characteristic \(0\) then \(G\) is isomorphic to the group of all affine maps \(x\rightarrow ax+b\) (with \(a\neq0\)), but in positive characteristic, the situation is considerably more complicated. In this paper, the author characterizes locally compact (2,2)-transformation groups acting on a 2-dimensional vector space \(\Omega\).
