    For a topological space \(Y\) let \(\mathcal C(Y)\) denote the set of non-empty closed subsets of \(Y\) and let \(\mathcal L(Y)=\{C\in\mathcal C(Y) \mid C \text{ is Lindelöf}\}\). If \(X\) is another topological space and \(Y\) carries a metric \(\rho\) then a map \(\varphi:X\to\mathcal C(Y)\) is \(\rho\)-continuous if for each \(\varepsilon>0\) and \(x\in X\) there is an open \(U\subset X\) such that \(x\in U\) and \(\varphi(x)\subset B_\rho(\varphi(z);\varepsilon)\) and \(\varphi(z)\subset B_\rho(\varphi(x);\varepsilon)\) for each \(z\in U\). The main result states that a space \(X\) is strongly paracompact if and only if for every complete metric space \((Y,\rho)\) and every lower semi-continuous map \(\Phi:X\to\mathcal C(Y)\) there is a \(\rho\)-continuous map \(\varphi:X\to\mathcal L(Y)\) such that \(\varphi(x)\cap\Phi(x)\not=\varnothing\) for each \(x\in X\).
