The paper deals with the Euler-Poisson system which describes the dynamics of a plasma consisting of moving electrons and ions. Inspired by a new set-up of normal form transformation developed by \textit{S. Gustafson} et al. [Ann. Henri Poincaré 8, No. 7, 1303--1331 (2007; Zbl 1375.35485)], the authors prove that there exists a unique smooth global solution to the two-dimensional Cauchy problem of the Euler-Poisson system provided the initial data is small in some sense. Also it is shown that the solution scatters in the energy space.
