The authors prove an energy estimate to the Cauchy problem for hyperbolic equations with double characteristics which contain both effectively and non-effectively hyperbolic points. \textit{L. Hörmander} studied the non-effectively hyperbolic case [J. Anal. Math. 32, 118--196 (1977; Zbl 0367.35054)], while the effectively hyperbolic case was investigated by \textit{R. Melrose} [Hokkaido Math. J. 12, 371--391 (1983; Zbl 0544.35094)]. Here the correctness of the Cauchy problem is verified near to the transition points of the symbol between the latter ones.
