Answering a question of Pablo Spiga, the author classifies all complex irreducible representations of the projective general linear group \(\mathrm{PGL}(n,q)\) that do not afford eigenvalue 1 for a generator of a Singer torus (of order \((q^n-1)/(q-1)\)). Aside from exceptions of degree \(3\) for \((n,q) = (3,2)\), such representations always have degree \((q^n-q)/(q-1)\), and they are unique (up to a tensoring with a representation of degree \(1\)). The proof is a nice blend of both complex and \(p\)-adic representation theories. It also uses a characterization of Weil representations of \(\mathrm{GL}(n,q)\), established in the reviewer's paper [Pac. J. Math. 279, No. 1--2, 481--498 (2015; Zbl 1365.20045)].
