The entire functions \(P:C^d\to C\), \(d\geq 2\) which have the partition of unity property have been characterized both in the general case as well as in the periodic case. An alternative and more direct characterization of the partition of unity condition in terms of the Fourier coefficients has been done for periodic entire functions. The maximal smoothness has also been characterized when \(P\) is a trigonometric polynomial. Applying these results, constructions of pairs of dual Gabor frames in \(L^2(\mathbb R^d)\) with small support and high regularity have been obtained. These constructions are more convenient in comparison to the B-spline based frames constructions provided by the first and the third author [J. Fourier Anal. Appl. 12, No. 3, 243--255 (2006; Zbl 1096.42015)] as the dual window and the window itself have the same support. Due to the compact support and continuity property of the windows, finite dual Gabor frames in \(\ell^2(\mathbb Z^d)\) also have been constructed.
