Sharp conditions are obtained for higher integrability and continuity of solutions to double divergence form equations and stationary Fokker-Planck-Kolmogorov equations with coefficients of low regularity. Three main results are obtained. Theorems 2.1 and 2.5 improve the previously known order of the local integrability of the densities of solutions with respect to the Lebesgue measure. In Theorem 3.1, the continuity of the density of the solutions is proved, in the case of a nondegenerate diffusion matrix satisfying the Dini condition. In addition Harnack's inequality is proved.
