    The authors consider the space of probability measures on a discrete set carrying a dynamical optimal transport metric. A geometric condition called \textit{retraction property} is introduced for a subset of the discrete set. It is the main result of the paper that this condition is sufficient for the locality of geodesics in the space of probability measures.
