    This paper is the second part of the series of articles [\textit{M.-T. Benameur} and \textit{I. Roy}, J. Noncommut. Geom. 14, No. 1, 25--71 (2020; Zbl 1444.19008); J. Noncommut. Geom. 15, No. 1, 1--39 (2021; Zbl 07377299)] which fit into a deep program due to [\textit{N. Higson} and \textit{J. Roe}, \(K\)-Theory 33, No. 4, 277--299 (2004; Zbl 1083.19002); \(K\)-Theory 33, No. 4, 301--324 (2004; Zbl 1083.19003); \(K\)-Theory 33, No. 4, 325--346 (2004; Zbl 1085.19002)]. This paper [\textit{M.-T. Benameur} and \textit{I. Roy}, J. Noncommut. Geom. 15, No. 1, 1--39 (2021; Zbl 07377299)] is a well-written, well-organized and well-illustrated. It makes a valuable contribution in the well-known Baum-Connes conjecture with coefficients, see Corollary 5.4. More precisely, the authors provide a proof for the universal \(K\)-theory surgery exact sequence for transformations groupoids \(X\rtimes\Gamma\) (here \(X\) is a metrizable space and \(\Gamma\) is a discrete countable group that acts on \(X\)): the case in which \(X=point\) corresponds to the seminal results of [\textit{N. Higson} and \textit{J. Roe}, \(K\)-Theory 33, No. 4, 277--299 (2004; Zbl 1083.19002); \(K\)-Theory 33, No. 4, 301--324 (2004; Zbl 1083.19003); \(K\)-Theory 33, No. 4, 325--346 (2004; Zbl 1085.19002)], see Remark 5.3. In more detail, the proof is based on the introduction of adequate Roe algebras, whose K-theory groups are functorial under certain classes of maps (see Section 3), and the construction of a Paschke-Higson type map, which is an isomorphism (see Theorem 4.1).
