    A CW-complex is called regular if appropriate attaching maps are homeomorphisms onto their images and, for each cell \(e,\overline e-e\) is the union of cells. In this paper, the finite regular 2-complexes that have the property that every finite sheeted cover has total space homeomorphic to the base space are classified. The author proves that these either do not have any \(n\)-sheeted covering spaces for \(1<n< \infty\) or are homeomorphic to either \(S^1 \times S^1\) or to \(T\times S^1\) for some finite tree \(T\).
