Let \(G\) be a semisimple Lie group of noncompact type, \(\Gamma\) an arithmetic lattice in \(G\), and \(\Gamma(q)\) a congruence subgroup of \(\Gamma\). The authors conjecture an upper bound of the multiplicity \(m(\pi,\Gamma(q))\) with which \(\pi\in\hat G\) occurs in the decomposition of the regular representation of \(G\) on \(L^ 2(\Gamma(q)\setminus G)\): \(m(\pi,\Gamma(q))\ll_ \varepsilon V(q)^{(2/p(\pi))+\varepsilon}\), where \(V(q)=[\Gamma,\Gamma(q)]\) and \(p(\pi)\) is the infimum over \(p\geq 2\) such that \(K\)-finite matrix coefficients of \(\pi\) are in \(L^ p(G)\). They prove the conjecture for \(SL(2,\mathbb{R})\) and \(SL(2,\mathbb{C})\) and get an upper-bound estimate of the first Betti number \(\beta_ 1(\Gamma(q))\ll_ \varepsilon V(q)^{(7/12)+\varepsilon}\) for a cocompact arithmetic lattice in \(SU(2,1)\).
