    The author obtains solvability conditions for the Neumann problem related to the homogeneous polyharmonic equation in the unit ball, and analyzes the arithmetic triangle that arises in these conditions. For the elements of that triangle, recursion relations are obtained similar to these for the Pascal, Euler, and Stirling triangles. As a result, a relationship is established between the Neumann and the Dirichlet problems.
