This paper continues the program of part I [ibid. 17, No. 1, 1--51 (1997; Zbl 0883.52012); see the paper above] to solve Kepler's conjecture. A sphere packing leads to a decomposition of 3-space into polyhedra, which the author divides into two classes. The first ones have density at most of the regular tetrahedron, the second at most that of the regular octahedron.
