    The author considers oscillatory integrals of the form \[ T_ Nf(x)=\int e^{iN\varphi(x,y)}a(x,y)f(y)dy, \] where \(a\in C^ \infty_ 0(\mathbb{R}^{2d-1})\), and \(\varphi\in C^ \infty(\mathbb{R}^{2d-1})\) satisfies for \((x,y)\in\text{supp} a\), \(\text{rank} \partial^ 2\varphi/\partial x\partial y=d-1\), \(\partial/\partial y\langle\partial\varphi/\partial x,t\rangle=0\), and \(0\neq t\in\mathbb{R}^ d\to\text{det}(\partial^ 2/\partial y^ 2\langle\partial\varphi/\partial x,t\rangle)\neq 0\). A conjecture of Hörmander [cf. \textit{L. Hörmander}, Ark Mat. 11, 1-11 (1973; Zbl 0254.42010)] concerns the validity of the inequality \[ \| T_ Nf\|_ q\leq c_{d,q,r}N^{-d/q}\| f\|_ r \] for \(q>2d/d-1\), and \((d+1)/(d-1)q+1/r\leq 1\). By a result of \textit{L. Carleson} and \textit{P. Sjölin} [Stud. Math. 44, 287-299 (1972; Zbl 0215.183)] the result is valid for \(d=2\). The author deals with the case \(d=3\) and shows that the conjecture fails for \(q<4\), and \(r=\infty\). It is also shown that under suitable restrictions on the phase function \(\varphi\) positive results can be obtained in the case \(q<4\).
