A fixed-time optimal control problem is discussed, having given initial states, free terminal states, and an equality constraint on the state and control. A ``dynamic primal-dual problem'' is used to analyze the sensitivity of the objective, as a function of a parameter in the functions. Second-order conditions are also discussed. A renewable- resource model is presented as an example.
