A fundamental result in fractal theory is that every contracting (i.e., Banach) iterated function system on a metric space has a unique invariant attractor. This can be generalized to the topological category by appropriately defining topologically contracting IFS and topological fractals as their attractors. The main result of the paper concerns the universality of topological fractals. Namely, if a completely regular \(T_1\)-space \(X\) is topologically universal in the sense that every compact metrizable space can be embedded in \(X\), then every topological fractal is homeomorphic to the attractor of some topologically contracting function system on \(X\). On metrizable spaces a similar universal property is obtained for Rakotch contracting systems.
