Consider the nonselfadjoint ordinary differential operator \[ Lu=u^{(n)}+p_1(x)u^{(n-1)}+p_{n-1}(x)u'+p_n(x)u \] on a finite interval. The author provides sufficient conditions for the Riesz means of order \(s<1\) of a complete minimal system of root functions to the operator \(L\) to have the basis property.
