    This work considers a plate with transverse shear deformation on an elastic foundation that opposes its bending. The solvability of the corresponding interior and exterior Dirichlet and Neumann boundary value problems is discussed in spaces of distributions. This is a more general setting than that of regular solutions, since it allows for domains with corners and cuts and for data with a lower degree of smoothness.
