A packing of unit disks in the Euclidean plane E is said to be double- saturated if any unit disk in E intersects at least two disks of the packing. Using two special lemmas about 7-gons the author proves a conjecture by L. Fejes Tóth and A. Heppes: The inscribed disks of the regular triangular tiling of E form a thinnest double-saturated packing of unit disks with the density \(\pi/\sqrt{27}\).
