    [Part I, cf. J. Algebra 96, 391-396 (1985; Zbl 0572.20013).] Let \(G\) be a finite group and suppose \(e\) is a positive integer dividing the order of \(G\). Frobenious conjectured that if the number of elements whose order divides \(e\) equals \(e\), then \(G\) has a normal subgroup of order \(e\). The conjecture has been reduced to the classification of finite simple groups by Zemlin. In the paper under review the authors verify the conjecture for the simple groups \(E_ 7(q)\). Actually the conjecture has been verified for all finite simple groups by Rust and the authors [see Bull. Am. Math. Soc. 25, 413-416 (1991; Zbl 0731.20010)].
