The author investigates the problem indicated in the title by modifying surgery techniques developed by Gromov, Lawson, Schoen and Yau to study the existence of metrics of positive scalar curvature. He obtains the following results. Theorem: If X is a closed manifold with a metric of positive scalar curvature and W is the trace of a surgery on X in codimension greater than two, then one can extend the metric from X to a metric on W that is a product metric near the boundary. Corollary: Let X be a compact manifold of dimension \(\geq 6\) with a connected nonempty boundary \(\partial X\) such that \(\pi_ 1\) \((X,\partial X)=\pi_ 2(X,\partial X)=0\). Then there exists a metric on X of positive scalar curvature that is product metric near the boundary.
