    Let \(\alpha\),\(\beta\) be congruences on the regular semigroup S. We define \(\alpha\leq_ E\beta\) if \(\alpha\cap E\times E\subset\beta \). Note that \(\leq_ E\) is a reflexive transitive relation on the lattice of congruences \(\Lambda\) (S) of S; the antisymmetry sets are the \(\theta\) - classes of Reilly and Scheiblich. We define \(\alpha\leq_{{\mathcal L}}\beta ((\alpha\leq_{{\mathcal R}}\beta))\) if \(\alpha\subset\beta {\mathcal L}\beta\) ((\(\alpha\subset\beta {\mathcal R}\beta))\) and show that \(\alpha\leq_ E\beta\) if and only if \(\alpha\leq_{{\mathcal L}}\beta\) and \(\alpha\leq_{{\mathcal R}}\beta\). Thus \(\alpha\Theta\beta\) if and only if \(\alpha {\mathcal L}\alpha =\beta {\mathcal L}\beta\) and \(\alpha {\mathcal R}\alpha =\beta {\mathcal R}\beta\).
