    A very original example of a Hausdorff topological group G with the properties mentioned in the title of the paper is constructed. This example answers the question posed by A. V. Arkhangel'skij in 1979. The group G arises as a topological semidirect product \(C\otimes A\) of the additive group of a suitable topological vector space C and some subgroup A of the automorphism group Aut(C), endowed with the discrete topology. Other examples of nonmetrizable minimal topological groups of countable pseudocharacter have been constructed independently by I. I. Guran and D. B. Shakhmatov.
